Thailand to Singapore Vaccinated Travel Lane (Air) [VTL (Air)] Overview

The Vaccinated Travel Lane (Air) [VTL (Air)] allows quarantine-free travel from Thailand to Singapore starting from 13 December 2021, 2359hrs, Singapore Time (GMT+8).

Thailand to Singapore VTL (Air) Eligibility

Travellers must fulfil the following basic criteria and conditions of the VTL (Air) to enjoy quarantine-free travel, otherwise they may be turned away by airlines/immigration, or be subject to the prevailing health requirements and quarantine. Criterion 1: Be fully vaccinated with WHO Emergency Use Listing Vaccines

Travellers must be fully vaccinated with WHO EUL vaccines (click here for definition of fully vaccinated) at least two weeks before arrival in Singapore.

Unvaccinated travellers who are 12 and below in this calendar year can travel to Singapore via the VTL (Air) if accompanied by a fully vaccinated VTL (Air) traveller.

Criterion 2: Hold an Accepted Proof of Vaccination

Travellers must obtain vaccination certificates in any of the following formats, depending on what is available in the traveller’s locality.

Singapore: Singapore Vaccination HealthCerts issued via the Notarise portal with a QR code, or proof of vaccination on the TraceTogether or HealthHub app

Thailand: International COVID-19 Vaccination Certificate issued by the Department of Disease Control, Ministry of Public Health, Thailand

Criterion 3: Fulfil Travel/Transit History & Designated VTL (Air) Flight Requirements

Travellers must:

  1. Have only travelled to / transited via any VTL (Air) countries/regions below, Category I countries/regions (Hong Kong, Macao, Mainland China, Taiwan), and/or Singapore, in the last 14 consecutive days before departure for Singapore.
  2. Arrive in Singapore on a designated VTL (Air) flight (list available in the in the VTL (Air) Traveller’s Checklist)

Criterion 4 [Foreign short- term visitors only]: COVID-19 Travel Insurance

All short-term visitors travelling to Singapore under VTL (Air), must purchase a suitable travel insurance with a minimum coverage of S$30,000 against COVID-19 related medical charges. Criterion 5 [Foreign short-term visitors only]: Travel Visa for Visa-required Travel Document Holders

Application for Travel under the VTL (Air)

Singapore Citizens (SC) / Permanent Residents (PR):

All SC/PRs and unvaccinated children aged 12 and below in the current calendar year do not need to make any applications under the Vaccinated Travel Lane. However, SC/PRs must also comply with all the requirements stated in the VTL (Air) Traveller’s Checklist, failing which, the prevailing health control measures will apply, which may include serving a Stay Home Notice.

SC/PRs who are not vaccinated in Singapore are strongly encouraged to submit their overseas vaccination certificate in their health declaration as part of the SG Arrival Card submission, to be submitted within 3 days prior to the date of their arrival in Singapore. Please note that the physical arrival card (“white card”) is no longer accepted.

SC/PR travellers will need to present an acceptable proof of vaccination for verification at check-in and arrival immigration. You are strongly encouraged to self-verify your vaccination certificate prior to your trip by referring to the guide here. Those who are vaccinated in Singapore are not required to submit their vaccination certificates as their vaccination records are already captured in the Singapore Ministry of Health (MOH) database.

Foreign Visitors (e.g. Short-Term Visitors / Long-Term Pass Holders):


Commencement of VTP (Air) Application for Thailand: 7 Dec 2021, 1000hrs, SGT

  1. There is no quota on VTPs issued for air travel. Due to the high volume of VTP (Air) applications, only those who are entering Singapore between 3 Dec 2021 and 9 Dec 2021 (both dates inclusive) may apply at this point in time.
  2. Get ready your passport, proof of vaccination and self-isolation address before applying.

Please note the following when making the application:

  1. VTL (Air) travellers must also refer to this travel checklist and the VTL (Air) conditions to ensure they satisfy all VTL (Air) requirements, otherwise they may be denied entry to Singapore.
  2. Accompanying children aged 12 and below and are unvaccinated do not need to apply.
  3. Applications must be supported with digitally verifiable vaccination certificate QR code(s), if required. Please see our FAQs for more details.
  4. A VTP is valid for 6 calendar days from the traveller’s chosen date of entry.
  5. If you encounter an error upon uploading the QR code on your vaccination certificate onto the VTP application portal, despite meeting the requirements (See Criteria 2 above), please write to the Safe Travel Office using the enquiry form here and provide your vaccination certificate.

Essential Documents for Your Journey
